All relevant units:

In order to implement the deployment of national science and technology aid to foreign countries, promote scientific and technological cooperation and cultural exchanges with developing countries, the International Cooperation Department of the Ministry of Science and Technology has issued the "Notice on Issuing the Guidelines for Applying for the 2025 Technical Training Course Projects in Developing Countries" (Guoke Waihan [2025] No. 3). Please all units carefully complete the project application work according to the notification requirements and in combination with the actual work. The relevant matters are hereby notified as follows.

 

1Declaration Procedure

1. The applying unit must pass the project management of the Ministry of Science and Technology's Technical Training Course for Developing Countries

System "https://mostitp.cistc.gov.cn/ Fill out the application form online, and after being recommended by the organization and pre approved by the China Science and Technology Exchange Center, print the application form online and stamp it with the official seal;

2. Organize the recommendation department to issue a unified recommendation letter for the recommended projects, stamped with the official seal;

3. Paper materials are not required for this application. Please upload the application form and other materials, as well as the recommendation letter from the recommended department, in PDF format to the project management system;

4. The username and password for the project management system of the first-time applicant shall be set by the department recommended by the organization.

 

2Declaration requirements

1. The training course should mainly take the form of offline centralized training, with a duration of no less than 15 days and a minimum of 20 participants;

2. The project will be funded according to the evaluation results, and specific funding standards can be found in the application system;

3. The deadline for application and recommendation is 5:00 pm on May 30, 2025 (subject to the system submission time). Late submissions will not be accepted.

 

3Declaration direction

This guide sets up 5 directions and plans to support 90 training courses, with a total estimated national funding of 18 million yuan. The specific guidelines are as follows:

1Artificial Intelligence Capability Building

Including innovative practices of AI in fields such as energy, manufacturing, healthcare, and agriculture. Aiming to enhance the ability and level of developing countries to utilize artificial intelligence, and promote the popularization and application of artificial intelligence technology.

Country oriented: Latin American countries and developing countries jointly building the "the Belt and Road".

Funding amount: 21 training courses are planned to be funded, totaling 4.2 million yuan.

2Sustainable Development Technology

Mainly including green technology, new energy technology, ecological protection technology, agriculture and food security, resource development and utilization, climate change and green development, advanced manufacturing and other fields. Intended to assist developing countries in mastering the concept, knowledge, and skills of sustainable development, enhancing their capacity for sustainable development, and better addressing the challenges faced by sustainable development.

Countries oriented: developing countries jointly building the "the Belt and Road", member countries of the China South Commission on Science and Technology for Sustainable Development, Latin American countries, and SCO member countries.

Funding amount: 24 training courses are planned to be funded, totaling 4.8 million yuan.

3Life and Health Technology

Mainly including public health, traditional Chinese medicine, biomedicine, medical technology, medical translation, digital medicine, telemedicine, precision medicine and other fields. Intended to assist developing countries in enhancing their ability to independently prevent and control major diseases, and to strengthen their capacity to respond to public health emergencies.

Country oriented: Latin American countries and developing countries jointly building the "the Belt and Road".

Funding amount: 18 training courses are planned to be funded, with a total of 3.6 million yuan.

4Technology for Poverty Reduction

It mainly includes fields such as agricultural technology, information and communication technology, medicine and health, energy technology, infrastructure technology, environmental protection technology, artificial intelligence and big data. Intended to empower developing countries to utilize advanced technology to enhance their economic level, improve people's livelihoods, and promote the process of poverty reduction through technology training.

Country oriented: five Central Asian countries and developing countries jointly building the "the Belt and Road".

Funding amount: 15 training courses are planned to be funded, with a total of 3 million yuan.

(5) Science and Technology Innovation Policy

It mainly includes the formulation and implementation of science and technology policies, strategic research on science and technology diplomacy, policy docking of "the Belt and Road" science and technology innovation cooperation, international intellectual property protection, formulation of international technical standards, cross-border data flow management, science and technology park management and other fields. Intended to help developing countries strengthen their ability to formulate science and technology innovation policies, promote the deep integration of science and technology with sustainable development goals, narrow the digital divide, and promote inclusive growth.

Country oriented: developing countries among UNESCO member countries and developing countries jointly building the "the Belt and Road".

Funding amount: 12 training courses are planned to be funded, with a total of 2.4 million yuan.
